CURRENT DOWNTOWN PROJECTS

The Bangor Downtown Development Authority (DDA) is currently working on cleaning up the railside area just southerly of Monroe Street. There is an 11-foot wide right-of-way strip there that the DDA is planning to improve with walkway, landscaping, and decorative lighting, to connect Monroe Street to the DDA’s parking lot on Charles Street along the tracks. The DDA is also working on re-establishing a façade improvement program.

The DDA is a strong supporter of Apple Festival. They also substantially contribute to the wages of Amtrak Station attendant Floyd Nelson. The DDA is considering resuming their financial support of the downtown bicycle patrol police officer. And the DDA is also working on updating their Downtown Development Plan.

PAST PROJECT SUCCESSES

Established in 1979, the DDA’s most well-known project was its 1993-94 Downtown Streetscape Project. It included sidewalks with brick inlays, matching planters, planting trees, decorative street lights, holiday decorations and the banner program was established. The project had a cost of $560,000.

The Bangor Branch of the Van Buren District Library was remodeled for $110,000, including roofing, siding, soffits, facia, furniture, computers, and internet access.

The old Tyson property was purchased, the residence removed, and the lot cleared for $30,000 to prepare it to become the DDA’s parking lot along Charles Street at the tracks.

At Donald S. Mora Ball Park the DDA paid $25,000 to replace all of the light fixtures and $15,000 to replace all of the fencing.

GOVERNING DOCUMENTS

In Michigan, Downtown Development Authorities are created by communities through an ordinance approved following the steps in the Downtown Development Authority Act (State of Michigan Act 197 of 1975).

The Bangor Downtown Development Authority (DDA) was created through City Ordinances, Chapter 151 (Ordinance 133, approved in 1979).

Through the DDA law, the DDA receives funding through tax increment financing (TIF) from a TIF district (the downtown area), as designated in a Tax Increment Financing and Development Plan, as ratified by ordinance approved by the City Council. Ordinance 191, (City Ordinances, Chapter 151) approved in 1990, ratified the Tax Increment Financing and Development Plan of 1990. A few years later, the updated Tax Increment Financing and Development Plan of 1998 was approved by the DDA Board.
